蔣渭川: 萬勿派兵來台蔣介石致陳儀: 余置之不理

二二八關鍵電報

在一九九二─一九九三年間，我的母親蔣梨雲女士（二二八事變中擔任陳儀和民間調人的蔣渭川之女），在整理舊報紙時發現有一篇蔡滄波、鄒明珊夫婦刊在自立早報翻譯自美國國務院的文件的報導，提到在二二八事變時「台灣省政治建設協會」經美國大使（駐中國南京）司徒雷登轉蔣介石的電文，請他「萬勿派兵來台，以免再激民心，並懇迅派大員蒞台調處」。因為外祖父蔣渭川先生當年是台灣省政治建設協會的領袖，母親於是決心找到這篇電文的原稿，希望能對恢復外祖父的名譽有幫助。九十年代初期，二二八事變的討論不再是禁忌，坊間的出版物甚至於「行政院二二八事件研究報告」對我外祖父的評論一直採取人云亦云的作法，在完全沒有證據之下，給外祖父戴了數頂帽子。在母親的堅持，以及蔡先生夫婦的指點之下，竟然讓我在美國國家檔案局（NATIONAL ARCHIVES）找到近半世紀前（一九四七年三月五日）台灣省政治建設協會拿去台北美國領事館的文件。此文件共兩頁是用毛筆寫的，一頁是給台北美國總領事的：茲為保障台灣六百萬人民生命計另函敬請迅代轉致司徒大使煩轉中國國民政府為荷。另一頁是給南京美國大使館司徒大使煩轉中國國民政府蔣主席：「台灣此次民變純為反對貪污官僚要求政治改革，並無其他作用請萬勿派兵來台以免再激民心並懇迅派大員蒞台調處則國家幸甚」。母親看到這文件當場流下了感動的眼淚，我則惚如活在二二八事變時。爾後在母親和我的努力搜索檔案局的文件中，我們找到了台北美國領事館在三月五日把這文件翻成英文的譯本及其所打成的電文傳去給在南京的美國大使館。美國大使館將電文打成信函由司徒雷登大使在三月七日親手交給蔣介石。我是如何知道的？我們在檔案局找到一份這封信函的副本，上面有：Handed to Gimo informolly by Dr S 3/7/47的標記。而司徒雷登大使也在同一天（三月七日）向美國國務卿報告此文件的來歷。我在母親的指點下也看到了中央研究院近代史研究所編的「二二八事件資料選輯（二）」裡有蔣介石在當時傳給陳儀的電報中提到「又接台灣政治建設促進會由外國領館轉余一電居間有請勿派兵來台否則情勢必更嚴重云余置之不理此必反動分子在外國領館製造恐怖的演成」。蔣介石的莽斷實在是當時台灣人的大不幸，也造成了至今無法彌平的傷害。而他身旁的人是否也和他一樣對從台北美國領事館（其顯然認同台灣省政治建設協會對二二八事變的性質的陳述，及請萬勿派兵來台以免再激民心的請求）傳到司徒大使（其亦對政治建設協會的請求採同情、同意的態度，否則也不會如此迅速地將電報親手交到蔣介石的手中），再傳給蔣介石的這封電報、採取輕率的態度，我不得而知。蔣介石果真派兵來台，屠殺報復的行動於是展開。外祖父雖然逃過被槍殺的命運，但是槍殺他的子彈卻貫穿四姨的頸部、卡在年僅六歲的三舅的兩根肋骨中間。四姨經過十天的煎熬過世了，在三舅胸部的子彈在他初中一年級的時候才取出來。

一九九一年美國史丹福大學出版社出版了一本關於二二八的書：A Tragic Beginning : The Taiwan Uprising of February 28,1947. Tse-han Lai ,Ramon Myers ,Wou Wei.我買了一本，有一天母親要我指給她看，請蔣介石「萬勿派兵來台」寫在那裡，她雖然不懂英文，作事一向非常認真嚴謹，為了讓母親看，我自己也仔細看一下，看了真嚇一跳，此書竟把「請勿派兵」寫成「請派兵」。母親於是要我跟作者們講清楚，我寫信給出版社，其將信及附件轉給作者之一（Myers）。他坦承是寫錯了，但不是故意的，並說如有再版的機會會改正的，又說後來出版的中文本所寫的是正確的。

這封電報的存在，一般人並不知道，極可能和塑造蔣介石的形象有關。在沒有我們奇蹟式的找到中文原稿之前，「台灣省政治建設協會」的名字常被弄錯，例如蔣介石的電報中，我在此把中英文描寫當時在我外祖父領導之下的協會所作的勇敢積極的行動一起呈現出來，希望能安慰受難會員家屬於萬一，也同時凸顯蔣介石的傲慢也是造成二二八慘案的原因。
