江宜樺: 禁止人民公投 硬要不在籍投票

In 美國智庫對中國人的15條評論, an addendum, I wrote that Chinese, as a people, impress me most strongly in one fundamental way:
They do not respect fair play. They want others to be fair, but they believe they should have advantages over others. When they don't, they try to gain unfair advantages over others.
It is to gain unfair advantage in election that KMT uses public money to bestow the unsustainable and absurd 18% interest rate to its favored groups, and used majority violence to force the unjust and unconstitutional 地制法 in legislature (20100120 馬對地制法通過方式滿意 並激烈贊同!) . In a dramatic and completely shameless display of wanting unfair advantage in election, KMT legislators held central government budget hostage for some 200 days in 2007 (http://www.taipeitimes.com/News/editorials/archives/2007/06/13/2003365071). The KMT displayed its priorities on the last day of the current legislative session by a last minute revamping of the agenda that gave top listing to its version of a draft Central Election Commission organic law and listed the NT$1.6 trillion central government budget 28th, ...

The intention was transparently to make passage of the central government budget contingent on prior approval of the KMT's version of the draft CEC organic law, which would unconstitutionally transfer control over Taiwan's election regulatory body to the former ruling party. This attempt at legislative blackmail not only subordinated the public interest in smooth operation of the government to KMT partisan interest but also conflicted with the KMT's own touting of its alleged commitment to "oppose corruption to save Taiwan."

Despite a predictable attempt by Ma to dump the blame for this on the DPP, the fact is that by putting this controversial bill first, the KMT deliberately blocked the passage of nearly 30 relatively uncontroversial bills and caused the Legislature to fail for the first time ever to approve the central government budget before the winter recess.

不在籍投票 is the new series of KMT's endless quest for unfair election advantage.

For sixty three years, to colonize Taiwanese, KMT stripped our birth rights of referendum since it came to Taiwan in 1947. 先把完整公投權還給人民再說

「江部長」昨晚發了一則新聞稿為「移轉投票」辯護,光憑著這紙隔空抓藥的新聞稿,江宜樺就為自己有限的仕途又添上一筆荒謬爭議。做官一時,做人才是長久,不要做到有一天不但連「江老師」都沒臉回任,還背上一輩子的臭名。

「不在籍投票是台灣推動總統直選、公民投票後,擴大民主參與及保障公民權利的一個重要里程碑。」這句話由馬政府引據為論述,真是忘記廉恥是怎麼寫的!台灣要談擴大民主參與以及公民權,還輪不到不在籍投票,有基本格調的話,先把完整的公民投票權還給人民再說。

為 了辯護包藏禍心政策,江部長這時倒是不忘標榜起美日等各國實施不在籍投票的「進步」,但是為什麼選擇性遺忘:這些國家哪個採取了鳥籠公投來防止人民發起公 投?哪個居然由政府設置公投「審議」委員會來否決人民的權利?世界上實施公投的國家遠比實施不在籍投票的國家多,連民主ABC都不敢做的江部長有什麼資格 侈言「改革」?

重大政策的研擬須經過審慎的過程,從而獲取社會共識,可以二月放話年底就要實施?是不是縣市升格、地制法綁樁條款接連臨時夾 帶過關,樂過頭了,於是不在籍投票也要迅雷不及掩耳硬幹?把選務人員就地投票聯想到「擴大適用於國內的軍人、警察、矯正機關收容人、學生及勞工」,就性質 與技術完全兩碼子事,在野黨說「流血衝突」還太客氣了。

內政部手上有多少人民期待通過的法案迄今無著?大到規範黨產的政黨法在哪裡?殘破不全的陽光法案不該優先處理?正事不做,江部長已經賠掉了自己。
